I noticed yesterday that PG&E was doing some underground work (tearing up pavement, etc) on Saratoga Ave over by the El Paseo de Saratoga shopping center - about 1/2 mile away. I wonder if they are doing electrical upgrades that will help enable the Supercharger site?
Rumor has it that PG&E doesn't even order transformers until the installation is passed by the AHJ. Putting unusually long lead times on top of that makes the situation even worse. I am not positive that the PG&E rumor is true though.

There was a PG&E guy there this afternoon. Supercharger cabinet doors open and wires sticking out of the conduit in the transformer pad. No transformer though.
Several cars charging at the EA site on the other side of the parking lot.
PG&E should make sure that they bring some files and sand paper to get off the corrosion from the exposed cables. That is, if they ever come by to finish the installation.
The Payne Ave & Saratoga Ave supercharger may see life soon... The bays have been up since May! There is new activity - Saratoga Ave is being dug up one lane at a time and it is electrical work they are doing...
As of this afternoon, the "TESLA" name on the pedestals was still dark, and a charging cord would not open the charging door on the car. So perhaps not depend on this site for your Thanksgiving charging.
