The obvious speculation location is the Las Americas Premium Outlets located just north of the San Ysidro border crossing. Las Americas has a wide variety of food establishments, shopping, restrooms and other amenities. It is located as a last stop for travelers to Mexico and the first Tesla stop for those coming northbound. Recently, a new 40' Mobile mini storage locker was placed at the north end of the parking lot near the already established EVgo charging station. The Mobile mini storage locker is similar to the one used at the Chula Vista Supercharger during construction.

Alternatively, the west end of the Las Americas parking lot has an undeveloped sliver that is only thin enough for one row of parking stalls, but ideal for Tesla consideration.
I own a business at the east end of the mall, (actually it's a different mall called Outlets at the Border, but most people think it's part of Las Americas) and the mall management told me they contacted Tesla and were given a form to fill out last year but then didn't hear anything else.
A supercharger right at the border would be a great idea for people wanting to top off before going to Ensenada (SC there) or the Mexican wine country
Any and all signs of Supercharger construction are gone. I drove around Las Americas Outlets midday yesterday and there are absolutely no signs of Supercharger construction anywhere near the border.
Keeping an eye out... South San Diego is still waiting on Chula Vista Supercharger completion which is going on nearly 4 months since the pedestals and cabinets were initially installed.
SAN YSIDRO: Building and Electrical Permits for Tesla EV charging stations. Install equipment pads and electrical infrastructure for (1) Utility transformer, (1) utility PME, (1) Tesla Switchgear, and (5) Tesla Supercharger Cabinets to support a (20) stall Electric Vehicle Charging Station.
