What does "Commissioning" entail?

I briefly spoke to the Commissioner as he was bringing up the Plano site. He said he was programming the site, and I could see he was doing a lot of work on his laptop. I would guess that they have to set up a communication path between the site and the mainframe/server at Tesla HQ. They have to track who is using their SC’s and how much to charge them (not free for everyone now). They also track utilization so you can pull up the number of free stalls on your Nav map. I would guess it involves a lot of file editing followed by the Commissioner plugging in his MS to verify operation, and then applying the numeric decals to the charging stations when he’s satisfied.

I’d be curious about how they get network connectivity between the SC’s and their central server. My guess would be that they use some kind of LTE data connection, just like their cars do.
