Coming soon pins in cities that have existing Superchargers usually indicate expansions, not additional sites. I find this especially true for Truckee since it already has two sites.

I think it likely that the new grey pin on the Supercharger map could indicate that one of both of those locations is going to be expanded in the near future. I am skeptical that there will be a new third location in Truckee.

Um, no. The gray marker is just on top of the city name arbitrarily placed on the map. Also, as stated above, it's likely a expansion, not a third site.

If you follow the link on the page (repeated here for your convenience: Truckee, CA | Tesla ) ...
You'll see that it gives a very specific location which is nowhere near either of the existing SC stations.

Those are not accurate, they are placed usually at the city center. The one from Sacramento is placed downtown and the actual location is in natomas. If you look at all the grey pins near existing chargers they are just reflecting a city center location not the actual spot of the supercharger.
No, it does not. It is right on top of the "Truckee" label on the map. It's just a label, not a location. This has been demonstrated many times over the past year. @ddimit pointed out one example.

I did find a Truckee building permit 9/15/2017 #2017-00001008 for an expansion of the Gateway Supercharger site (good access from I-80)

It was late when I was here (dark pics) but they have marked the ground for the additional cabinets that will be going in. Looks like they are adding stalls all the way down the line. Couldn’t tell in the dark how many more but at least 4 additional, maybe 6. No sign of actual hardware on site though. Just the paint markings on the ground.
/edit looking at the spray paint on the ground (in the dark,) it looks like 6 more. 5 back in, 1 pull in. I may be wrong though, it was dark.

Still Trying to Figure This All Out
Was there on Nov 21st and had to squeeze around a flatbed semi with 4 chargers on it, one of them was gray (the urban SC?). The electricians were hooking up conduit. They may be active by now.
Interesting conversation with the electricians as they stated the new chargers were temporary and they were going to pull them in 6 months.

They do sometimes put in temporary superchargers, which they can deploy quickly, to ease congestion prior to a permanent expansion. Did they look like this?

Stopped by last night on the way back from ID. We were the only ones there at 6:30 until another X pulled in. They are not hooked up yet - or perhaps waiting inspection (see pictures). Looks like they are temporary as they are on the gray metal support platforms. The 5" metal conduits are above ground (not pictured).
BTW afterwards we went up Donner Pass Rd to Smokey's for a quick bite. Pretty good. Way too far to walk to from the SC site though, but you could pick it up first and eat in the car while you charged.

Yes, I believe those are temporary units. As @McManX noted, likely they are there for the winter ski season and then later next year the permanent new pedestals can be installed.
