It's bad enough to find a stall not working properly. But to find a charger wand completely destroyed is very saddening.

Its probably old and/or has been damaged. Could have been anyone who did this accidentally or intentionally, even a Tesla owner. The plastic may have gotten stuck in someone’s charge port. It’s unlikely that it’s vandalism.
