My two cents is patience is likely in order. The photos suggest this site is to the stage where completing is heavily dependent upon the local electrical utility to install the transformer, meter, and complete the electrical hook-up to grid. That's largely outside the control of Tesla or the construction company that Tesla has contracted for the site. The other thing that could complicate that at the moment is the unfortunate situation in Florida and SE due to the recent hurricane. Electrical crews tend to be brought in from across the country to help out in these situations. I have no visibility to whether the local utility in this area has deployed any of their crews to Florida to assist, but that can create situations where projects like this sit on hold for a period of time as the local utility focuses their remaining crews on most critical work and new construction projects like this can get delayed.

As with construction of all superchargers, they each go by their own timeline, sometimes we're surprised by some the just pop up out of nowhere, and others seem to go into super slow motion. In all cases it will be online when it's online. Patience, grasshopper!

another key visual clue is if the logos on the pedestals are illuminated. If not, then no power to the stalls.

Even if meter is in place, it’s very possible that Tesla is waiting on the local utility to finish their connections, or could be waiting on local code inspection before Tesla can commission. Timeline for those two steps is largely outside of Tesla’s control (or the control of the construction project management firm which Tesla is using).
