Charging was intended to be done at home. The great people of California decided that they would rather spend 30+ minutes charging at a Supercharger for free. Tesla underestimated the number of people driving $100k+ vehicles, who's time was only worth minimum wage.

"Given that the electricity cost of recharging a Tesla is about $5, waiting for half an hour is “barely minimum wage,” said Musk." - March 2016 shareholder meeting

On a side note, Elon was paid minimum wage ($37,584) last year from Tesla.

It won't get worse if its going from free to fee.

Which is one of the reasons they are now charging for it beyond the initial free allotment.
