Supercharging past 100%, Tesla says normal

First off, I know 100% charging is frowned upon. That being said, my P100D range when 'full' is around 275 when I charge at home and stops charging when it gets there. At a supercharger when I reach 100% the car is still pulling 18 kW and that slowly drops to 1-2 over the next hour. Estimated completion time shows calculating the whole time. After it finally stops charging I have driven a maximum of 17 miles before it drops below 100%, and on average it is 13-15 miles before dropping before 100. Tesla checked the battery and says battery health is ok, no issues.

Anyone have this happen to them before?
Anyone know what's going on?
Anything I can do to besides live with it?
Just looking for a better explanation than the one I just got from service.
