Is it possible to drive around with suspension set to High without it reverting back to Standard...I have the setting set to never, but that only seems to be applicable with Low mode. Winters are rough here and would benefit from clearing much of the snow on the roads.

Very High and High suspension settings have fixed speed limits and Low has a customizable speed limit.

The car will automatically adjust from Very High to High above 30 MPH and from High to Standard at 45 MPH. You cannot change these two settings. The only way for you to stay in the higher setting would be to keep your speed below those thresholds if possible.

Edit: and now I realize you are in Canada and likely use metric. I am not sure if there is a straight conversion to KMH or they have slightly different numbers.

It's actually more complicated than that, even...

Nosecone cars transition at 25MPH & 35 MPH.

    Refresh cars transition at 35MPH & 45MPH.

I haven't seen 30MPH before, but wouldn't be surprised if theres some configuration / build date cars that do.
