You could ask them.
But if they bought before Jan 15, 2017, why wouldn't they? It's included in the price of the car. If they're parking too long, they pay idle fees. If the station is busy, then Tesla is doing great and we have nothing to worry about.
 
It's against the supercharging fair use rules to use them for commercial use.

What happens when every station is used up with taxis and you need a charge? Supercharging, even for regular owners, isn't intended to cover 100% of charging (though most people close to chargers treat them as such)....

For a commercial venture to abuse them this way to essentially just make more money is plain wrong...tesla will (hopefully) catch on, but owners in that area should complain about this IMO....they are even quoted in the article as saying the refuelling costs help offset the higher cost of the Tesla. So their business model seems to be based at least partially around not having to pay for fuel, despite potentially racking up hundreds of dollars per week in 'free' charging.

Electricity costs tesla, so if taxi services did this regularly it would lead to considerable costs on Tesla's end and that's something we should all be concerned about, aside from the potential for having a station used up when you needed it.
