I was just reading up on the TCEQ electric vehicle incentives that were just approved. They explicitly exclude vehicles purchased directly from the manufacturer so it would seem that Tesla's would not be eligible! That's pretty lame. Like an Environmental Quality incentive has anything to do with how the car is purchased. Foreign made cars and cars with gas backup engines qualify but a zero emissions car made in the USA doesn't quailify? Shameful!
This is old news. TCEQ said last year that it wouldn't apply to Tesla, as the language of the law specifies it's for cars "sold" in Texas. It's just taken them this long to write the regs and actually implement the law. The law was passed last year in the same session as when the proposed bill to allow direct sales of EVs a manufacturer without existing franchises was killed.
