On the Tesla website it states the total horsepower to be 417HP, however it also states each motor has 259HP. Now 259x2=518, so does the 85D really have 518HP?

No. The motors are capable of 259hp each, but there are bottlenecks or limiters elsewhere (like battery for example) that makes it so actual combined output is 417hp.
