Tesla 'Compare Models' price differences?

I was using Tesla's 'compare' page, and noticed the base models of each were ~$1500 lower than the listed price on any individual page. Compare | Tesla

Obviously a Model S is $69,420, but all of these prices are consistently lower. I searched for an answer but couldn't find one. Is this normal / missing some kind of fee?

Someone asked this in another thread, and I think the $1,500 price difference accounts for the $1500 CA Clean Fuel Reward (even if you're not based in CA).

Ah, yeah I did a search for this in other threads, but the word 'compare' yielded too many results. Haha. The CA discount seems like it shouldn't count for majority of people, strange!

Oh well, thought I caught a sneak peek of a price drop! Guess not.
