Russian gun company unveils ‘electric supercar’ to compete with Tesla
Compete with Tesla? - you mean they might sell 50,000 annually in the US? doubt it, we shall see.
They could out sell Tesla in Russia, China, India and ... well, we shall see.
Elephant in the room? where are the batteries coming from?
I hope it is a fine vehicle. It could be. And the world could use non-luxury or utilitarian EVs.

Competing against what? Having 4 wheels? Throwback to 1973? Sure, it could be considered competition if those are the goal.
To be fair to them, they're focused on producing the drive-train, not the car specifically. The vehicle was simply something a bit fun (and retro) to show off that fact; and if they can indeed provide a manufacturing base for electric drive-trains, as are companies like Bosch and Dyson, then good on them.

I think that the real take-away from this is that a company known for its guns, tanks and other weapons of war has seen that it is much more profitable to focus on something peaceable instead. Surely that is laudable and bodes well for us all.
