I expect Texas, because of body steel symbiosis with Starship. Cheaper to ship all that thick steel to (nearly) the same location, than hundreds/thousands of miles disparate.

Major point of Cybertruck design is likely commoditization of the Starship stainless steel (and what will ultimately be the Mars rover).

Remember Musk’s prime directive: Occupy Mars.

They forgot another prime feature. Brownsville, TX is a port city that is getting improvements. To sell in Europe, currently they need to use the Panama Canal. They cut a lot of time off by being in the Gulf.

Also, it's close to Mexican automotive sub-tiers. It's geographic heaven for an international automaker that already has an Asian factory. And they can swap resources with SpaceX.
 
Can you imagine the Tesla factory in Texas?

Can you imagine all those workers making Tesla Cybertrucks?

Now can you imagine all of them being shipped outside of Texas because Tesla doesn't have a dealership and can't be sold in Texas?

I believe Tesla will have the Texas legislature by the "balls" when people will demand that they rescind that stupid law. Then the legacy automakers will have a nightmare on their hands.

Google maps has been showing Tesla Terafactory Texas option for awhile, now. This is on Highway 79, between Hutto and Taylor, Texas. If you use the search term "Tesla Texas Terafactory option" in Google maps search, it should show up.
Those Google pins are crowd sourced. That is indeed a rumour that's been circulated for a few weeks, although not a bat guano crazy one since Hutto was runner-up for choice of the Gigafactory 1 site.
