Tesla’s competitors want to know the secrets of the company’s Model 3 entry-level electric sedan, and they’re willing to pay more than $500,000 for them. That’s according to a new report saying a Chicago-area engineering company has bought several Model 3s for about $100,000 each, from third parties.

Those companies do that kind of thing with every car company.

That is completely fine, they are buying the vehicles and can do whatever they please with them. Selling the info I'm not so sure, but it may be legal. That happens with almost any vehicle, except that they are paying twice the price here.
What is not fine is what companies like Daimler do, renting other people cars to disassemble them without noticing the owner.
