The cops should definitely drive 90D's if anything. Less $, and the DU's are more reliable (new design smaller units).
It would be easy to stop the 12V problem, just fix the car in support mode. The 12V would last forever. (Higher vampire loss, but who cares if the car will be in-use most of the time)
