Basically, special interest groups tried to sneak it through the Ohio House of Representatives as an amendment to an unrelated bill already basses by the Senate. The Ohio HoR today struck down the amendment and passed the original bill. This is a short term win for Tesla although it is expected for the special interest groups to present it next as a stand-alone bill albeit with much greater transparency.
 
Now now. Law makers are typically business people and are bound to have personal interests in the law the propose. That is the reason behind multiple representatives. Chances are if a a law doesn't impact a politician they aren't going to propose it.

I guess I'm naive to assume that a lawmaker would propose laws that serve the interests of their constituents versus self serving legislation.
