If this is fixing some problems with the .2 build as some have suggested then we may have dodged a bullet, but this may also mean that they will prioritize updating those with a troubled install over those who didn't get it.
Maybe fixing something for Europe and rest of the world? The last few updates are all in Europe and the U.K.
EDIT: nvm missed a few 3s in random US states
16.2 here and no issues, but this could explain the pause in others not getting it.

Release notes, pls....
Standard Range Plus with HW3/FSD, build 4/19/19, took delivery 5/2. Came with 2019.7.102, got service center to push 2019.12.1.2, and just got 2019.16.3 an hour ago.
Looks like LDA and ELDA are toggle-able settings.
NOA no confirmation is now available which wasn't on 2019.12.1.2 for HW3.
My car had no issues for two weeks and then it randomly did the rear camera black screen for a full day and also had one random screen reboot last week. Other than that it's been great.
edit: re-uploading images that weren't working right. still kind of wonky, oh well.

Does EDLA re-enable itself after you park? They're toggle-able in 2019.16.2 as well but EDLA re-enables at the beginning of each drive, I believe.
edit. yes, it enables itself upon going into drive. Toggling the button being up a pop up dialog that requires you to confirm disabling and mentions “this setting will reset for the next drive cycle.”

It just popped in to the list about an hour ago. So that's about right. Once more people see their notifications it will ramp up. Or maybe it won't. We shall see.

I was wondering with the 2019.16 it allows you to select advanced and I checked and says your car is up to date. Not worried or really care. Was just wondering since the software now tells you.
is it me but looks like people in the USA who updated to 2019.16.3 are HW 3 (saying that b/c most of them have low mileage)
