Tesla Solar Panel Design Doesn't Make Sense

I have an order for 9.18kw system from tesla and I live in socal and have partially flat roof and partially pitched. According to the permit documents the flat roof array can handle 0 to 15 degrees. I don't understand why on the flat roof the panels are being angled only degrees and not 15 degrees? Also why is the azimuth for MP3 270 and not 180? Are they planning to angle them west instead of south? Why would they design it this way?

I meant to say why are they angling the flat roof panels 5 degrees instead of the max 15 degrees that the array can support?

Perhaps because is less expensive and 5 degrees will wash off dust better than flat. 180 or 270 doesn’t make much difference at 5 degrees.

5 degrees may be better than 15 degrees in avoiding one panel shading another. If they do shade they would have to space them out further to minimize the impact of the shading.
