If that comes to the U.S. then the range will increase by 7.74% from: 326 miles to 351 miles of EPA range.
I wonder what new battery tech is causing this? Maxwell tech on existing 2170 batteries?

Wonder if this is just taking advantage of the 82kW pack that's in the newer batteries along with some tweaks to calculations.

640 is NEDC, the WLTP is below the EU WLTP of the LR model 3, I suspect this is just the 82kwh pack, same as the USA already has

Probably just an acknowledgment that the current usable battery size is about 6 kWh more than the last time they did EPA testing. That extra 6 kWh (78 kWh available vs 72 kWh available) is 7.7 % more than used to be available.
