Agendas and events changed his original course, so it's natural for him to do what is best for him and have to find additional funding somewhere. Twitter has been bleeding money for him due to so many factors.

Yeah, there was SO MUCH fear here that this was all Twitter. It was Elon selling (and perhaps a small bit of Twitter overhang).

Assuming he sold the recently acquired 2012 options shares, there's no taxes to pay... in fact he'd be looking at a large capital loss he could use to offset future gains.
