25% Tariff imposed since 8/2018 on Chinese-made computer or "brain" for Model 3 assembled in the U.S. has hurt the Tesla's profitability so Tesla wants a tariff relief!

Exact supplier name is not known.

Tesla also cites reasons for lengthy delays of at least 18 months and potential poor quality and safety if it switches supplier.

It sounds like Tesla already has a critical technology produced in China so the fear of losing intellectual property by having a Tesla Gigafactory in China might be unfounded.
 
What fear of losing IP?
That is a forgone conclusion if doing business there, and no fear involved.

Their economy is built on theft. A local manufacturer builds million dollar machines, when they ship them to China they can see they have been stripped down and reassembled before the setup crew even arrives from America. Company I work at has had Chinese customers actually trying getting into our network with flash drives.

Elon just figures the market is big enough to make money in anyway.

China needs to shift their fossil fuel burning out of the cities EVs allow them to do that.
