From this article in Electrek:
Tesla is working to turn its vehicles into Wi-Fi hotspots, introduces new chip and module
It looks like Tesla is or will be installing a new USB/Bluetooth/Wi-Fi hub chip in it's cars.
“The Qualcomm Atheros industry leading AP Mode feature allows the QCA6234 device to operate as both a station and an Access Point, enabling seamless station-to-station interconnection with all the benefits of standard infrastructure-level simplicity (no special client software or settings required), security, and power save functionality.”
Electrek speculates that this may allow Tesla to provide additional functionality of WiFi hotspot when the "free" data access expires after four years. This could allow them to start charging for data access and provide additional functionality.
