Probably not. The US will just lag the world. Remember China is the world's largest car market. Europe is moving fast to 2019 model year BEV's. mid-2018 we're going to see huge new BEV supplies.

Fortunately, the rest of the world is on board and the US is only part of the market. As the video mentions, China and other countries are pushing hard for EVs with incentives for and bans on ICE cars. Many (non US) cities are set to ban diesel cars.
I totally forgot to mention that the CARB states may not give up so easily. Most people in those States can even read and write and some of them even vote.

The Economist is not what it used to be. They seem more interested in spouting their lofty elitist viewpoint than doing substantial research. Is 2018 the year that most of the OEMs are committing significant resources toward EVs? Most likely. We are not likely to see significant numbers of longer-range EVs on the road until 2020.

"Electrified" can mean anything from 48v mild-hybrids to conventional hybrids to PHEVs to BEVs. Only one major automaker is fully electric right now, and that's Tesla.
