California is the 5th largest economy in the world and still the primary innovator compared to all States.. We are circumventing the So Called President by driving our electric cars and trucks, powered by our roof top solar systems, right around him like a drunk in the middle of the freeway.

None of what you said makes a hill of beans difference.

Both parties use gerrymandering to their benefit when they can. California can't impeach Drumpf.
 
California had extreme partisan gerrymandering by the Democrats after the 1960, 1980 and 2000 censuses. Anybody remember that congressional district along the central coast ~10 miles wide from Oxnard to Monterey? Power was divided between the parties in 1970 and 1990 so districts were drawn after those censuses mostly on a "protect incumbents" basis.

The citizen's commission now doing redistricting came into being via an initiative. The initiative was launched and promoted by then governor Schwarznegger over bitter opposition from the Democrats.

From the 1930's through at least the 1990's more gerrymandering was done by Democrats for the simple reason that they controlled more state legislatures. That has changed, and the situation is exacerbated by the fact that the 2010 census coincided with a Republican "wave" election cycle.
