This piece is complete garbage. It's a personal opinion. Studies, actual surveys, show that millennials are way more *communal* and supportive of community action than most older generations. (My generation is the alienated invidualistic one!)
First of all, younger people always vote less than older people; dunno why but it's been true for over 200 years.
Secondly, voting rates drop when people don't perceive a real choice (gerrymandered districts, Tweedledum/Tweedledee candidates).
Thirdly, there has been an active effort to suppress voting. Although companies are legally required to give workers time off to vote, they often don't; this is well-documented. Voting day needs to be a national holiday.
