Cause I paid via PP online less than 24 hours ago. And it went through.
You mentioned that you got a link to pay and ignored it for a while - when did you actually get the PayPal link? The change to not take CC payments seems to have just happened in the last week or two, so it's possible your invoice was issued before that. You are right that it may be different in some cases by market, or possibly even by how/when the initial order was placed as it seems like some people even before the change to take CC over the phone were getting invoices through Plaid (and so had to call in to use a CC) while others got PayPal invoices.
My install was on 9/29 and deviated from permitted plans (2x Powerwalls and inverter installed in garage instead of outside), so revised permit plans needed to be submitted. Inspection passed on 10/12, invoiced on 10/12, and paid in full on 10/14. I hadn't received a notification from PG&E that the PTO was submitted, so I called on 10/20 and the phone rep said that everything was ready and PTO should have been submitted and that they would ask the doc group to expedite the submission. Called again on 10/27, still not submitted and the phone rep was able to transfer me to my Project Advisor (I had an email, but no extension for the PA), they talked to the "specialist" that was working on it and was promised a call back by the end of the day. I received the PTO submission email from PG&E later that day, but no call back from Tesla PA. PG&E NEMS sent me PTO approval on 11/2 (Monday) that said it was effective as of 11/1 (Sunday) and Tesla sent me an email saying that PTO was approved and I could turn it on 1.5 hours later.

Since I already had solar panels and was only having Powerwalls installed, I did not need to wait for PTO. Tesla turned the system on and said the only remaining item is for the Building Dept to do a final inspection. Interesting that I still have not received the Interconnect document I am supposed to sign. They say they sent it on 10/16 but I never received and so they are resending it. Meanwhile, system is up and running.
If you have multiple inverters you can bring the remaining operational inverter(s) online. If not, I imagine you are stuck waiting for the new inverter.
I was given the interconnection agreement at the very beginning, as well as a NEM Size acknowledgement (a promise stating that I will use more energy this year because my system is slightly oversized).
What's strange is that this is stated in the interconnection agreement. I know you are in PGE but in SCE land we have to change to a TOU when we go solar. At least that was my understanding.
Yet the interconnection agreement states D Domestic MED BSLN (Medical Baseline).
FYI I don't even have an install date yet.
Same here. I has an existing Tesla solar install and added more panels and a PW. The Tesla install tech turned on the new system the day it was installed.
I already had solar for years before getting Powerwalls. The installer just left them on after installation. If you just got solar, don't feed back into the grid until you get PTO. You can turn on the solar with the Powerwalls in Backup mode and let the solar fill the Powerwalls, but when they fill up, turn off the solar.

Now at 3 months with a small solar roof added to existing small solar and PWs. Just finger pointing between Tesla and PG&E.

2/17 - Ordered: Changed design in first week to match what other companies said would be the most producing; This took some going back and forth - Never a problem getting a hold of sales advisor by phone, but just delay in the plan being updated.
2/26 - Agreement Signed
3/11 - Assessment Team came out; Said I needed an MPU Upgrade since I have a 100amp single switch
3/13 - Got Text Install is scheduled; I guess I don't need a MPU Upgrade. Called Tesla and they said they are good with panel and work around it without doing MPU.
3/18 - Installed; Arrived at 7am; 6 person crew - done by 4pm; Installed a second panel underneath my main panel and tied it in inverter there.
3/23 - Got a call in the evening that City of San Jose inspector coming out the next day. Tesla will call and give a time window.
3/24 - Got a call at 7:30am from Tesla saying City will be there at 8am and they'll be there a couple minutes before. City inspector wanted a thicker ground wire. Rep called a team - they were there in less than 30 minutes and replaced the ground wire. City passed the inspection. Later in the evening got the invoice to pay.
3/25 (Today @ 8am) - Wanted to use a credit card; Called Tesla Billing and paid with my CC.
3/25 (Today @ 8:30am) - Received PGE emails about PTO Submission; Signed Agreement.
PTO submission to PTO approval - Let's see.
Overall, once you're in the pipeline to get the process moving, it's been pretty handsfree. I thought I'd be dealing with a lot more based on what I was reading on reviews, etc. Decided with Tesla since it was $8k-17k cheaper than the other 10 estimates I got over the last couple months.

Well my PTO came through today. Installed and paid 12/21/2020 and PTO 4/26/2021. Over 4 months. Screwups all over the place IMHO, but mostly by Tesla.
