Tires included?

So which tires are included? Right now it seems the delivery would be in January which would mean that the car has to come with winter tires I assume. Then again people who receive one now get them with summer tires. Will that mean that everyone will only have the set of tires they got from delivery or will Tesla ship you the other set as well? Or is that up to you to purchase?

It may be different in Europe but in the US, if you're getting 21" tires you only get summer tires. There are no winter tires made in that size. So you would get your car with 21" wheels and summer tires and you can buy a set of 19" wheels with winter tires:

If you buy a care with 19" wheels you'll get All Season tires and you would have to either swap winter tires onto your 19" wheels or buy the spare set at the link above.

Order the 19" put some Blizzaks on there for winter if you are worried the All Seasons wont work. Order yourself a set of 20" for summer. The 21" are nice but 21" tires are usually more than 20" by a ton. Also you get a bit more tire with the 20".

A set of 20" wheels with tires should be about $2,000 for cast and $4,000 for forged. Which is cheaper than the $6,200 21" offered by Tesla.
