The argument that apartment dwellers can't charge is just another myth.
In the colder northern part of the US and Canada, many apartments, hotels, and businesses have wired their parking lots with outlets where tenants and customers can plug in their cars to keep the engines warm in winter. This cost some money but it's not a big deal. Customers created demand for this service and the businesses responded. The same thing will happen with EV charging. As customers demand charging, it will be installed. Compared to the cost of the building and parking lot, it's a small incremental cost and not a barrier.
