Misleading headline, the building is still on the drawing board:

The plans submitted include a two-storey teaching facility with classrooms, a lecture theatre, cafe, offices and a learning resource centre.
There will also be a large steel-framed training facility for “sustainable manufacturing and productivity.”
The planning application is being considered by the city council and councillors are due to make a decision on the proposals next month.
