Uber may be labeled a transport service in EU

This opinion will be reviewed in a final ruling by the Court of Justice of the European Union in late summer. While this opinion is not binding, it is indicative of how the court may rule, as it typically follows the recommendations of its senior advisors.

If designated a transportation service, Uber will have to obtain the same licenses and authorizations as traditional transport services — possibly impacting its number of drivers and the hours they can work for Uber. The ruling would make Uber subject to local licensing laws in the EU, which can be very stringent in some localities.

It already is considered a taxi service in Norway. I know there's been at least one ruling where a poor uber driver was fined around 105,000 USD, basically everything he had received in payment for many months. On top of it he lost his drivers licence.

I think the laws are over-the-top draconian, but hopefully they will change in the future.

Not very likely in the EU, with maybe the exception of the UK that's gonna distance itself anyway because of Brexit. The more uncertainty there is regarding future jobs, the more people and governments will hold on to preserving employment relations. Uber Pop will probably be banished in the whole of the EU.
