In general, once you see a site on the in-car nav then you can be pretty sure it is fully built and operational.
Other sources of info (Tesla website, supercharge.info, this thread...) are less reliable: there have been several examples of sites that have been powered up and someone who happened to be passing managed to charge, but the site was then shut down again for one reason or another being "not finished". In the examples I'm thinking of the site didn't appear on the nav until it reopened permanently.
Who's taking bets that IONITY will be the first to top £1/kWh!

Heathrow has gone up in the last few days from 20p to 23p. That’s cheaper than many people pay at home.
It went up to 22p for a few days before stopping back to 20p until this new rise. It's by far my most used Supercharger location.
That is strange- my billing for October, November, December and January visits all show 22p

Looks like Harrogate Superchargers are open. First charging photos have appeared on TOUK.
I can also confirm Harrogate is working as I charged their today. V3 chargers all working great.
