It should already be covered in Highway Code Rule 241 -

241
You MUST NOT park in parking spaces reserved for specific users, such as Blue Badge holders, residents or motorcycles, unless entitled to do so.
Laws CSDPA sect 21 & RTRA sects 5 & 8

"Reserved for Specific Users" covers EV, Parent & Child etc.

Options for dealing with unauthorised parking are limited for private land owners. Since the law was changed to deal with cowboy clamping companies, the only available measure is the use of parking charges. Provided suitable signage is displayed, land owners can charge people who park their vehicles without authorisation on private land. Perhaps it would be useful to ask Tesla UK to sign up with some parking comapny, to enforce "Tesla Only" parking at superchargers. Similarly, owners of other charging networks could be encouraged to sign up for "EV Only" parking at EV charging spaces.
