Sounds like they still haven't actually solved the problem. Or if they did, it was accidental.
Computer Industry inside secret: This is normal. Seriously, often you don't entirely understand what isn't working and why so you go through certain motions trying stuff and hoping you'll get a clue or you'll come upon a solution. Sometimes you figure out exactly how you fixed the issue, sometimes it's more like you were a witchdoctor sacrificing chickens and it just happened to work out.

Given the level of complexity of the rolling IT system that is the Model 3, it wouldn't be surprising to see this in it from time to time.
