Concerning 2020.4
China only

We are finally seeing a few reports from North America, though it does look like the primary focus of 2020.4 was some significant changes relating to China. Not sure what the changes are for the non-China version, if any, though I'd guess bug fixes at least.

BTW 2019.40.50.x was a weird numbering sequence for Tesla.

No. It can take two to eight weeks for a newly purchased Tesla to get updates. You’ve got time to learn the car, charging and as you get used to the car, it helps to reread the manual.

The key issue to get updates is to have the car connected to WiFi while parked and charging. Charging isn’t necessary for updates, but it’s a good practice.
