Upgrading stuck firmware via toolbox

Hi. Is it possible to pull latest available firmware and deploy it via toolbox 3? Recently I've retrofitted MCU1 -> MCU2, everything works fine, certificates too, however I'm stuck on 2022.8.3 firmware and its not getting any newer update. Same for games - stuck in "Pending" state. I have Fakra cable, and was wondering if toolbox3 has feature to manually upgrade firmware on car?

Tesla recently stopped providing firmware for mcu2 if you use mcu1 certificates. Nothing you can do about it. They won’t send you firmware. Really sucks.

Does that mean some sort of "shadow ban" or just incompatibility issues? Does the service can fix it?
