That is part of the battery shield, it is bolted on and can be easily replaced

Wish OP would come back and discuss resolution. Another consideration for him is - when he goes to sell this car will he have to disclose the damage?
I too would like to know what happened. I can see Tesla’s point that the damage could have been caused by OP, but if that were the case the plastic cover would have been showing a lot of damage. Sadly, Tesla won’t let anyone inspect their car before purchase so you have to trust a company which has at times shown they shouldn’t be trusted. Buyer beware! Especially used cars. Well, even new I guess.
 
Awesome so for 60 dollars he can have his issue fixed thats not bad. All you need is a torque wrench and the torque specs for those bolts.
Correct, what he stated is a "nightmare" has an easy and inexpensive solution. It is NOT a structural part of the car but it was placed there as a safety measure to protect the battery pack.
