In Utah, the Clean Fuel Decal and Permit allow the vehicle to be operated by a single occupant in the Express Lanes (HOV – High Occupancy Vehicle Lanes).

The initial 6,000 decal allocation has now been used up. Theoretically the Utah Department of Transportation can the cap.

    As ofMarch 21, 2014:

    • 5,991 C Decals have been issued.
    • 9 C Decals are available to be issued.
    • 42 Applications in process.
