The picture was clear to me, but if we are talking about the Tesla app, those seem to relate to the Powerwall portion not the EV portion. When you relate it to the Powerwall portion it all makes sense.

I am not an expert in this data, but this is how I read it.

I believe this to be correct. These seem to be messages relating to the new export setting for Powerwall+ installations. When you interact with powerwalls in the API, you use the "energy_sites" prefix.
The new setting allows new solar users to run their system without exporting pre-PTO. When they get PTO, they can turn on export themselves now.
