So i just ordered a MY. This is my first EV. Does VA offer an type of rebates or incentives for buying EV? Just don’t want to miss out on anything.

@boaterva has it right. I forgot to mention the charger rebate. If you install a home charger (Tesla or any other brand), you get a tax credit for that (not a rebate or deduction, but a credit) on your federal taxes that eases the pain a bit. IIRC, the credit went away in 2018 but came back in 2019 and is still in effect.
In VA we get screwed, they have an EV Registration Tax of $64 per year, eliminated HOV privileges (unless you are grandfathered with the old clean fuel tags) and we have the wonderful annual property tax on the value of the car.
I guess I'm reviving an old post to ask this again now in 2021. With HB-1979 passed, is this actually happening starting January 1st?
Electric vehicle rebate program; creation and funding; report. Creates a rebate program for the purchase or lease of new and used electric vehicles, to be administered by the Department of Mines, Minerals and Energy. A purchaser or lessee of a new or used electric vehicle would receive a $2,500 rebate applied toward payment for the purchase, and a purchaser or lessee with an annual household income that does not exceed 300 percent of the federal poverty level would be entitled to an additional $2,000 rebate for a new electric vehicle and $500 for a used electric vehicle beginning in taxable year 2022. The bill also establishes an Electric Vehicle Rebate Program Advisory Council to oversee the Electric Vehicle Rebate Program and to make recommendations regarding its implementation and the Electric Vehicle Rebate Program Fund created by the bill. The Director of the Department of Mines, Minerals and Energy is required to report annually to the Governor and the General Assembly regarding the program. The program expires on January 1, 2027.
"Legislation also passed (HB1979) providing for an EV purchase rebate bill that is among the most progressive in the country, providing rebates for used as well as new vehicles and a greater incentive for low and moderate income buyers. Unfortunately, the budget adopted by the Assembly does not provide funding for these rebates."
