During cold weather about 9°F experience elevation TopSpeed reduced in vehicle may not start. Now it is about 37°F and it’s still posting that. I did a hard reset, nothing happened still portraying vehicle still running fine. Except it does not do the Acceleration. Has anybody had trouble with this? And how have they had it fixed?

Although a "Top Speed Reduced" error would be unusual for a failing 12V battery, it's worth checking the battery. If it is dying, open your frunk and front windows now while you can.
I've changed the battery on my 2016 MX and it's slightly time consuming (frunk tub removal) but not complicated. I found a YouTube video that shows the process. You can pull the battery and get it tested. If it's the original 2016 battery, there's a good chance it's failing.
While you still have some power, you may also want to contact Tesla Service and adk for remote diagnostic test.
Good luck! Let us know what you find.
