You’ll eventually get it. They’re giving priority to those on wi-fi. Give it a month and call the local service center if you haven’t received it by then.

If you ordered your car on/after July 1, 2018, you’ll eventually want to find some way to get wi-if when the car is parked at home or work. The trial for the Premium Connectivity will expire for you after a year of ownership. You’ll need wi-if to download software updates that are not safety-related. For now, no Tesla owners need to worry about this.

Or you can pay the estimated $100 per year to continue Premium Connectivity.

All Tesla owners will get regular software updates through LTE or wifi, regardless of connectivity packages they have. You just won't be able to use the LTE connection for streaming or web browsing or any other premium content. I'm pretty sure you won't get map updates, but navigation will still be usable.

I stand corrected, but it just means those with standard packages won't get updates as frequently as the premium people. But honestly they left that wording pretty ambiguous on purpose.
