Periodically when I try to use a voice command, I get a "No connectivity" reject. Do voice commands require that phone service is available? It seems that when I am not in cell range that this is when the car doesn't want to listen to me. ;)o_O

Yes it requires a data connection. The actual processing of the speech is done by Tesla's servers. This is the same as Alexa, Google Home, Siri, etc.
I can go from my Y to 3 sitting side by side in my garage and "Open glovebox" works in 3 but not y! Both should have same data connection.
