VW may export TDI's to sell in other countries. Should we sabotage the engines?

First, let me say that VW is a corporate POS and the Breyer decision is spot on.
But the entire story in the larger context does not make a whole lot of sense. Just look up NOx emissions from coal power plants.

Isn't it by American law forbidden to take in polluting VWs and resell them on export markets? Thought I'd read that somewhere.

It's forbidden by the settlement agreement between VW and EPA. In order to export one of the dieselgate cars they must first have their emissions fixed.
