Does anyone know if RCW 46.08.185, the one that "for any person to park a vehicle in an electric vehicle charging station provided on public or private property if the vehicle is not connected to the charging equipment."

Lets just say for a nearby special event or something. Especially if I happen to be in the area and am ice'd out! And there was a sign saying that the charger is not available today. I had to wait for the event to be over and THEN a slow charge on a J1772.
