Wall Connector / Destination Charger at Supercharger

Supercharger at Vegas (High Roller) has a few wall connectors / destination chargers. I recall seeing in Kettleman City as well. Two questions:

1. Same rate?
2. Same high usage policy (must move vehicle after charging or pay fine)?

BTW, I'm asking because I think the wall connector / destination charger makes more sense in mall/outlet locations for people that want to eat, shop, catch a movie, etc.

In San Diego, where I'm at, the Fashion Valley Mall is the go to shopping destination and Tesla recently expanded to 48 stalls, all 75kw urban type. I would love to see some 11kw stalls there; don't mind paying the same rate but would prefer to spend a few hours there without moving the vehicle.
