This was discussed in the investor's thread. Based on info in the article itself, that investigation became obsolete when the DOE pointed out that the loan is not part of the stimulus program, and so does not have the requirements which would warrant such an investigation. So in summary this is just a really bad way of highlighting the use of non-american parts. Really bad, because to the casual reader, the article and its headline give the impression that there might be cause for an investigation, whereas in reality there is nothing unusual.
The Washington Times is a rag. It's a propaganda organization founded and funded by the ultra-rightwing leader of a religious movement (tried to come up with a nice way of putting it). It lost money every year until finally becoming a glorified blog. All car manufacturers in use parts from other countries. It's a global economy.
Why be nice? It was owned and funded by the Moonies. You really can't believe anything you read in there. It's almost all pure propaganda. Orwell would weep reading that paper.
But a lot of other news agencies are running with it as if it were news. It affected the stock price today.
You lost me at "Washington Times article..." These are the same dripsacks that bloviated incessantly over the "Climategate" emails. I suppose it was the emails that were causing the polar ice cap to melt.
