If it is supposed to be 10 kWh of storage, which I suspect is likely the case, that does not inspire confidence in your utility provider that they can't even get their units right...

It means 10 kW of continuous output power. Since you have 3 Powerwalls, that's 15 kW of continuous output power, so that is the wrong interconnection agreement.
The power company cares about output power because in theory you could dump that much power into their grid, so it potentially affects their transformer sizing.
