Whoa, interesting one. I have found it. It seems that it is called GB/T, and it is the one from China. It's kind of like CHAdeMO, but not quite. Here is a page with descriptions of many of the various charging standards, and under the DC charging section, they show a picture of the various plugs with the pins, and you will see this one in there.
